this is going to be the hard aspect to officiate . It could end up having multiple fouls on both sides of the ball . In turn would offset and nullify the purpose for the rule.

IMO: if you are dumb enough to lead a hit with your head . You have no one to blame later in life than yourself.

Based on what is outlined here, I like the rule. Of course, we'll ave to wait and see how it's enforced.

Nice video of examples of the foul but so open to the judgemental interpretation (like most every other penalty). I expect a lot of BS calls along with the legit types. Also we'll see more play stoppage making the game longer and with less flow.
Every zebra wants to put his mark on the game, that's just human nature. Zebras, thusly The League, have too much say in the outcome of games.
