aside from the draft where should we spend money on Free Agents if the cap is going to be ridiculously low

Aside from the draft? I'd go WR1 and pass rusher but not sure we can get both.

Solely Free Agency, I would say CB2 and TE. I tend to want to stay away from rookie CBs because a lot more seem to struggle lately, so even signing a decent CB to play opposite Bradberry helps this D tremendously. TE because I want Engrams bags packed and someone like Gerald Everette is available.
Dont think the Giants have the cap space to sign a top WR or Pass Rusher this offseason, even though there are ways around the cap. I dont think the FA pool of talent is that great this year either.

A #1 WR and a second CB. I think they are clearly our biggest holes I think you made excellent choices I think were all going to pick a WR. But I believe I would vote for a edge rusher rather than the CB. But if we went CB I definitely understand it.

CB #2 for sure. It's so difficult to predict how prospects are going to be at this position. After that, I'd strongly consider one of the edge rushers, since that is a really weak position both on our team, and in the draft.
Also, I have a sneaky suspicion we will draft WR pretty high this year.

If everything were to remain the same going into next year, I think the two positions I'd want to improve are WR1 and RT.
Edge, CB2 and TE are all needs as well, perhaps some bigger than RT, but our defense wasn't the issue last year and we can get by with Engram (threw up in my mouth a bit typing that).
DJ having a little more time in the pocket on a consistent basis, along with having a bonafide #1WR to compliment the rest of our weapons, might provide the biggest immediate improvement.

Crap, based my original answer on the title. If we're simply talking about Free Agents outside of our own, I think improving our WR2/WR3 (Tate's replacement) and a LB would be good. Whether it's an edge rusher, or someone to simply add more depth at the position, I like the idea of adding another LB. TE, CB2, and WR1 should be addressed in the draft, in my opinion.
