Take a look at the pics. He gets him under his throwing shoulder with his hands and push's Montana back , Montana falls(hard ) on his non throwing shoulder no Helmet contact in the initial contact at all.  thats AFTER he hit him with his helmet. In today's game you have to lead with your hands and arms, not the helmet. No one is saying it should have been a penalty then, the rules have changed What on earth are you watching? I actually don't think this is an automatic flag in 2023. It's not leading with this helmet, it's not like he has time to slow down. It's definitely violent, so that could certainly warrant an impulsive flag, but I don't think it's a given. Probably depends on who the officiating crew was and who the QB was (as someone suggested above, if it's Brady, it's flagged).
