Judge has previously suggested that Saturday’s game will be treated by the Giants similarly to how teams used to handle the fourth preseason game, because for the first time this summer there will only be three exhibition contests.
From the sounds of it, Jones and the starters won’t see anything close to a full game’s worth of work until the preseason finale.

They have to make 5 cut downs after this game
Seems this is how the entire league is going to he handling this as well
Week 3 actually is the right way as the team also has 2 combined practices against another team and more time to gell as units

I get the coaches idea, but not sure i want to wait until the last pre season game to see what has jellied and needs work. This could also be an issue if the opposing team plays its 3rd stringers. Just hoping fir zero injuries in pre season in the end I have a few thoughts on it. One they need to start making decisions on the back end of the roster, so seeing more of those guys is probably more crucial than see the starters. I also wonder if they want to hold a little back and not give Denver or any early season teams anything to study. Add in the injury concern and I get it.
I'm a bit disappointed though.

Teams just don’t take preseason games seriously anymore. Some teams don’t play their starters at all, I think we’re going to see more of that this year.

Remember when Hernandez missed that block and almost took out Martinez's knee in the process?
My guess is Judge doesn't want Jones behind that line until they gets some reps under their belts as a unit.

eehh....Jones is starting no matter what. He will get his preseason snaps. Judge has already stated that the first preseason game will be like previous season's 4th game. The starting QB rarely if at all played in the 4th game.

Lets get this OL some reps under fire before my starting QB is behind it before it's necessary. I know things have changed an extra game to 17 for season. Which in turn means 3 pre season games. So thinking is adjusting. The starters use to get a series or 2 in the first game. Chance for some other players to catch the coaches eye.

I wouldn’t really call Jones a young QB. If he has to prove himself against Jets in preseason, what are we doing here? He’s not gaining any meaningful experience, especially if the other starters aren’t playing.

I wouldn’t really call Jones a young QB. If he has to prove himself against Jets in preseason, what are we doing here? He’s not gaining any meaningful experience, especially if the other starters aren’t playing. Sorry I wasn't clear. I have no issue with him not playing on Saturday. I just wouldn't hold him out the entire preseason.
And I would never play him with our back-up Oline.

There is nothing unusual about this. That's true when it was 4 but I could have seen the teams go the other way. For example, they treat the 1st game like the 2nd, the 2nd like the 3rd and rest their starters for the 3rd like they did the 4th. There would be arguments that could be made for how they are doing it now like is the other team not using starters in the first game, Like Gunner said they may feel like the Oline is stable enough at this point, etc..
